Does anyone know if a 4 speed top loader out of a 1967 fairlane 390 car would be a 29 or 31 spline trans.?
28-spline, 14" tailshaft housing, wide ratio. n/t

Are the 28 spline drive shafts all common? I'm building a cobra and factory five sells a driveshaft for the T-5 that is 28 spline, will that work with this toploader 28 spline?
C4 and 28-spline toploader are the same. Can't say for the T5, though.

While the yoke might fit just fine, the u-joint could be different. Of course, you could solve that with a hybrid joint. You could probably discover the truth by poking around the net and finding specs for the C4/toploader and the T5 yokes.
If you really mean are all C4/toploader driveshafts the same, then absolutely not. They are different for every application. If you are buying a manufactured driveshaft for a T5 and want to use it with a toploader, then you will have to find out how long the T5 is compared to the toploader...which would be 24" from bellhousing face to tailshaft housing end on the Fairlane toploader.

The drive shaft they sell should be the correct length, it comes with the yoke. Trying to figure out if a yoke from the t-5 is the same as the top loader, that way I could use the drive shaft they sell. I will look on internet some more to see if the info is out there, looked already but found nothing.

A T5 yoke fits a C4 and a small spline toploader.
