I thought that Flynny would have provided the definitive answer to this puzzler by now (assuming that his brain has recovered from all the schnapps that he consumed in Germany recently), so, in his absence, I'll take a stab at the answer.

I'll go for:

Andy Green in a 3-1 win at Dover Athletic on Saturday, 22nd April 1995.

Before that it was Neil Morton in a 3-2 victory at Telford United on Tuesday, 28th March 1995.

I don't think that anyone managed a league hat-trick in seasons 1995/96 & 1996/97 and I certainly don't recall anybody netting one during the relegation season of 1999/2000.
