Stocking Project - Cuff

I'm having a terrible time trying to figure out the cuff for the Stocking Project. The instructions say to put the straight edge on the fold - but is the straight edge the 7-3/8" side or the 5-1/4" side to the right of the word CUFF?

Any help will be greatly appreciated.
