I don't own a 7A28/7A38 but on the surface, your watch was considered among the first Seiko quartz chronographs in the 80s.
"Time2Fly" (Hung Pham) is a resident 7A28/7A38 collector and he should be able to shed some light on your watch. There are also other experts in the forum on the 7A38 that you own, but offhand I can't remember who they are.
