What kind of glue are you using? If it still covers the dirt completely after drying, it is certainly not the right one for the job.

The white type PVA or wood-glue, should do the trick as it dries completely transperant (even not glossy), unless you put a really thick layer.

For better control, I put my sand and dirt first, let it dry and paint it. Only then I add a coat of woodglue (slightly thinned down with water) and add as much static grass as possible (a typical beginners mistake is not to put enough and have a dreadfull see-trough effect as a result). I blow away the excess and let the glue dry. Then I paint the grass, and continue painting the groundwork.
