help with spraying over plaster

hi everyone. i need some help with a custom dioramics peice. i have the building made of plaster primed in testors primer, but when i tried to spray the begining coats of paint(acrylic) right when the paint hits the building it starts to run and will look like condensation rather than paint. i use water to thin and i beleive i had the right proportions(milk consistancy) i dont know wahts going on. please help an amature!
