Are the errors always on the plus side of the equation?

What I mean to say is, does low light or some other variable cause low readings as well?

My B18 reports to be about 50 fps low when compared to the chrony #'s that came with it when I had it tuned. I attributed the lower MV to altitude but I suppose it could be low light or some other variable. I see the same behavior with my RWS 94. What, other than altitude, would explain this?
