does the pad that presses up against the receiver end rotate independently of the handle. It appears from the pics that this is not a universal slip joint - it looks like a solid nut joint. On some C-clamps the end rotates freely on a ball and socket sort of arrangement.
Maybe the pics don't show this independent feature?
I think what you're referring to is that the collar is welded to the "l" bracket which is indeed solid to the threaded rod but again that is not what I believe is his question.
