McViegh dead, ok fine. Why is Janet still Alive?

If the state of Texas won't file criminal manslaughter charges on the one who took responsibility (Janet R.) then perhaps the UN court could find her a criminal like they do all the old Nazi war criminals or what ever world court does that stuff.
