I think, on the contrary, RRCs have been reasonably succesful in conducting a very difficult examination of Group'D' recruitment. The toughness and level of challenge should be measured/compaired with RRBs in terms of:
1. huge no of candidates/applications handled,
2. so many regional languages in which Question Papers are to be prepared keeping secrecy,confidentiality, etc. RRBs at present are required to set and print Q papers only in Hindi and English.
3. Conduct of PET of 8 to 10 lakh candidates
4. Conduct of Document Verification and Medical examination of about 8 to 10 thousand candidates
5. Preparation of panel close to 5-figure mark ( about 100 times of a normal RRB Panel)
4. poor infrastructure of RRCs
5. No instituitionalized system compared to RRBs
6. Depending heavily on CPO/GM unlike RRBs which enjoy more or less complete autonomy in day to day working.
7. Poor quality of applications received ( Min qualification class 8 passed), scutiny of applications is very tedious
Despite all above bottlenecks, many RRCs which were allowed to complete the recruitment process such as WR, ECoR, SECR, NWR and ER have done commendable job. Moreover, RRCs which have completed all the activities are not able to declare the result due to Board's Orders. Others are not able to go ahead and complete the process, not due to their inefficiency, but due to lack of decision making at the top level to go ahead, which is not a case with RRBs.
Thus RRCs deserves accolades, rather than criticism.
