      I think the problem is that kids usually put on too much makeup or they use the wrong kind of makeup. Stage makeup and film/TV makeup are very different. Now that most TV show are shooting in High Definition, the makeup has changed again, because you can see every pore and pimple on HD. Try watching Cameron Diaz on a High Def TV and you'll see what horrible skin and acne she has. I think most Broadway shows are lit really well, so kids don't usually need makeup. The kids in "Les Mis," for instance, do wear makeup because in the scene where Cosette sings "Castle on a Cloud," she is supposed to be dirty and poor. So for that show, they usually smear some brown cream eye shadow on the cheeks of the kid, to make her appear dirty.
