Yes, Lieve De Vree, the girl who played Pepper and understudied Annie in the Dutch 2005/7 production has a website. I never thought to link to it.
On it, you can see pictures and films of her performing with various different groups, as well as the small number of occasions she played Annie.
You'll see that she doesn't really look so out of place as an orphan. She has quite a mature face, which maybe didn't suit Annie, but she only had to do it a handful of times. You'll also see, in the picture of her, with Edwin Rutten (Daddy Warbucks) and Stephanie Van Rooijen, that Lieve is the same height as Stephanie.
This picture was taken after the show in which Lieve played Annie. Stephanie was supposed to be performing, with the rest of her group, but she had sustained a minor injury (I believe she'd pulled a muscle)and wasn't able to perform.
During the production, if an Annie or orphan had to pull out of a show due to illness or injury,(it happened about five times), it was announced to the audience before the show that the understudy would be appearing. The girl who couldn't perform was then invited on at the end of the show, to join their group for the final performance of 'Morgen', even if they couldn't sing it, and take a bow before the curtain. If they wanted to, they could do this in costume, hence why Stephanie is wearing her red Annie dress, despite not performing.
