      I can't say for certain how all Annie auditions are run. But here is what I imagine happened, based on information I received...that some of the girls who were reading the dog-catcher scene weren't "serious" contenders for the role. That is, there may have been something initially that got them to that point but the focus was now on the other kids.

      Because they were worried about not having found the Annie they believed was "out there", they continued to have girls audition/read for Annie who really had no shot at the role.

      I don't mean that in a cruel way. I'm just saying they were keeping all options open even though they were disappointed with many of the kids.

      So, technically, yes, they were finalists but...not really. I hope that clarifies (what I heard but again, I wasn't there choosing the cast!)
