As a Federal employee, I hate to say this, but sometimes government programs do NOT make sense - on the surface. There are some policy reasons behind everything. If you don't want to talk to you SSA District Office (DO) about this, I suggest that you go tohttp://www.ssa.gov. Once on the official website, look for something called "The Red Book". It has scads of information, including issues like this. It might be too big to download entirely, but you will find it quite useful.
