Exceptions Safety Standards

According to the informations on these pages Shay Motor Corporation was excempted from several safety standards.
I want to matriculate a SHAY ROADSTER in Switzerland/Europe. For this reason I need some informations and documents .
Does anybody know which Federal Authority was responsible for these exceptions?
Does anybody know the correct address?
Does anybody own the documents?
Are those documents visible on the internet?

Harry,
A few years ago I fought with the state of New York to prove that the Shay was a manufactured vehicle. Unfortunatly I have lost the files I had on my computer. All I can tell you that the information your looking for is on the Govenment web site www.nhtsa.gov. You really have to hunt for it because it is very large. Some of the other members may have the information your looking for. I'm attaching a photo of the tag that comes with the car. Sorry I can't be of more help.
