When I found recent photos of Manitou Springs online, many weren't very complimentary what with chain-link fences, big ugly signs, and then telephone poles and overhead wires topping it off.
(Are there no signage regulations in Manitou? That's a painless thing that make an impact immediately as businesses open. Then phase in existing businesses over time on a schedule or when the property changes owners.)
Burying the lines would have made for a great stimulus package project for Manitou: jobs, restoring vistas, and improving the safety of the electrical grid and utility workers - it still snows heavily there at times, no? In-ground wiring ducts would keep utility workers down from tall ladders and out of clunky buckets. That's a win-win-win situation.
