Britain came behind Ireland (7th), France (16th) and eve the United States (23rd) in the study carried out by US environmental economist Matthew Kahn using the UN 2006 Human Development Index and the 2005 Environmental Sustainability Index.
The carbon-footrprint rankings were of particular emabarrassment, revealing that Britain's 2004 per capita carbon dioxide emissions were more than double the worldwide average.
Eight of the top ten countries are in Europe, with Scandanavian nation's Finland, Iceland, Norway and Sweden leading the way.
London fared little better, finishing 27th in the list of eco-friendly cities. All of the top ten are European cities wiuth Stokholm in Sweden coming out on top.
Glasgow, in 13th postion, is the highest ranking British city, with Manchester finishing in 30th place.
The report said of Britain's performance: "Again, greenhouse gases are major culprits. In 2004, per-capita carbon dioxide emissions were more than twice the worldwide per capita figure, and it's a trend heading in the wrong direction: total carbon dioxide emissions in the UK actually increased slightly between 2000 and 2005."
