If she is infertile, then he cannot become a bishop,

at least until she dies and he marries another who gives him children. Or divorce is possible, but only if she is an unbeliever and leaves him, which is the only approved grounds for divorce (1 Cor. 7:15). Otherwise he cannot become a bishop, elder or deacon. He can become an apostle, an evangelist or a teacher.
