During that time, the millennium, the unsaved who did not commit the unpardonable sin, will be taught the Bible, and given the chance to repent of all their sins. If they repent and obey, and persist to the end, then at the end they too will be given eternal life. At the end there will be a great rebellion and the rebels will be destroyed forever. Then the millennium will be over, Jesus will turn the kingdom to the Father, and there will be no more death, no more suffering, evil people will not bother or tempt us any more, they will not exist any more, we will be extremely happy.
Is. 2:2-4 writes of the time when Mt. Zion will be the highest mountain, and people will go to Mt. Zion for instruction and God will be judging.
Is. 11:9 says the earth will be filled with knowledge of the Lord.
Is. 26:9 says that when God's judgement dawns upon the earth, people will learn justice. But the evil man will not learn justice.
So that explains the judgement of Heb. 9:27. The Bible never speaks of a particular judgement, that is a later idea.
