I disagree with this. We will be ruling during the millennium. Whom will we rule over if they will be resurrected after the millennium? Some say the surviving unbelievers, but that would mean two judgements, one for the survivors during the millennium and another for those resurrected after the millennium. But the Bible does not have two judgements. And it is talking about resurrection of the righteous and the unrighteous. And to make it clearer, John 5:28-29 says the resurrection of the righteous and the unrighteous will last one hour. So not 1000 years. So it will happen at the beginning of the millennium. It is true that Rev. 20:5 says the rest of the dead will not come to life until the end of the millennium, but to harmonize it with the rest of the Bible, we need to realize that what John meant is coming to eternal life. Before that the unrepentant will be annihilated, and the rest of the dead will get eternal life. I first read this interpretation from the Dawn Bible Students, and after studying the verses, I saw they are right. Jehovah's Witnesses have a similar interpretation, but they claim that resurrections will continue during the millennium, but that is inaccurate, because John 5:28 says one hour.
