Jesus was sent to save sinners (Matt. 1:21).

Jesus said God did not send him into the world to condemn the world, but that the world through him might be saved.

It is clear as day that "world" refers to sinners, and sinners are those whose sins have not been forgiven by God.

Since only those who have been "delivered from the power of darkness and translated into the kingdom of God's son IN WHOM there is redemption through his blood, the forgiveness of sins (Col. 1:13-14), and will therefore, be saved, then "world" refers to those who have not been translated to the kingdom of God's son.
