The Philippine Republic can still have a presidential system of government BUT...
A) the term of office of the President and Vice President should be reduced as follows:
-He/she should serve for 4 years instead of the current 6 year term.
-He/she should be allowed to serve for another term.
No President and Vice President should serve for more than 3 consecutive term.
It would be easier for us, Filipinos, to replace a President or Vice President instead of us waiting for a very long term of 6 years as our current Constitution stipulates.
B) Senators should be elected by region and not by the whole electorate. Each region shall elect 2 Senators. Those who finish 1st shall serve for 6 years and the those who finish 2nd for 4 years. No Senator shall serve for more than 2 consecutive terms.

-Caraga Region: 2
-Mountain Region: 2
-Region 1: 2
-Region 2: 2
-Region 3: 2
-Region 4A: 2
-Region 4B: 2
-Region 5: 2
-Other Regions: 2 each
Senators shall represent their region AND the Philippines as a whole.
Candidates for senator should reside on their own region where they will be elected.
Immunity from suit should be removed for those who serve in the Senate. In this way, corruption can be curtailed.
No Senator should enter into business agreement and open a bank account to a foreign country.
C) The State legislature should be renamed as BATASANG PAMBANSA instead of Congress. Upper house: Senate; Lower House: HOuse of Reprsentatives.
D) Then number of parties registered should be reduced. Our nation has too many political parties at the moment. I suggest only 4-6 political parties parties. Ex: Liberal Party, Nationalista Party, Christian Democratic Party, Lakas, etc...
E) Taxation powers and powers to enact a bill should come from the HOuse of Representatives.
Comstitutional amendments should come from both houses of the Batasang Pambansa.
F) House of Representatives should be composed of 250 members elected as follows:
- 150 by different districts. Using the majority rule (the candidate obtaining the highest number of votes wins and will represent the district).
- remaining 100 seats shall be reserved using the proportional representation system. It will be calculated nationally and by political party.
A political party must obtain at least 5% support from the whole electorate in order to have a seat in the House of Representatives.
No member of the HOuse of Representatives shall enter into a business agreement nor open a bank account to a foreign country.
G) Members of the HOuse of Representatives shall be elected once every 4 years.
H) Foreigners may only own 40% share when entering a business agreement in the country. FILIPINOS 60%.
I) Mayors, Barangays and Councilors should be elected once every 4 years for a maximum of only 3 terms.
j) Governors and Vice Governors should be elected for 6 years renewable only once.
k) COMELEC should be independent. The Batasang Pambansa shall have no right to allocate and readjust the electoral district. It should be done solely COMELEC alone.
BOTTOM LINE: Ang bansang Pilipinas ay uunlad pa rin KUNG ang mga tao na inihahalal ay may mabuting kalooban and mayroong moralidad and integritad. SILA AY DAPAT HONEST LAGI.
