Originally thought there was high voltage. That was the degauss coil charging up. No B+ on the flyback. Flyback derives voltage separate from the HOT so I followed it back to the SMPS. Found open 0.22 OHM 1/2 Watt resistor (FR901). Replaced with NTE equivalent and the monitor works.
Resistor wasn't burned up or discolored. Simply open.
