After extensive testing I have deduced the following:
1. Replacing IC651 had no effect. Output of this IC still being pulled to ground.
2. When removing C-Block from the back of the tub, the short disappears, and I get 5 volts appearing on the output of IC651 - have tested components on C-Block and they appear to be OK.
3. Each time C-Block is plugged back into the tube, the short re-appears. It is a short between G1, H1 and H2.
4. All other circuits appear to be operating fine.
This leads me to believe that there is a short in the tube between H1 and G1.
Question for you is:
1. Have you heard of this before.
2. If so is there any way of repairing this...short of buying a new CRT.

This "Short" condition is the CRT-Filament which WILL Read just like a dead Short. Try replacing the Top most 5 Leg DC-Regulator located in the Filament circuit which is located in the Removeable modular power-Supply.
