| I've just picked up a broadcast monitor that has a visual fault. It appears as though the outer glass is pealing away from the tube. It looks like water under the surface at the top right and bottom left. Is this something that can be easily repaired or do you think I should take it back.

Make sure that you do not have a clear protective covering that needs peeling off.
When you say broadcast monitor I take it you mean a TV frequency monitor designed for studio use. Some CRT's had a bonded panel which was an outer glass layer bonded with some clear rubber like compound, these sometimes became unstuck at the edges.

that's exactly right Rich, it is a bonded glass layer and is coming away at the edges. My question is though can this be easily repaired or is the monitor a right off? Its a 28inch 16:9 1000line monitor.

What ever you try will most likely leave a line where the new adhesive meets up to the existing bond.
