I'm working on a Philips 170B1 17" LCD monitor with a bad back light
inverter. The inverter has 2 transformers (one for each tube). One
of the transformers is arcing internally. Where can I find a replacement transformer? The transformer has this printed on it:
22.0316.39 0048

The high voltage board has this printed on it:

T50I016.00
0108018-40
AMBIT REV:4
T50I016.00

Hi I doubt you will be able to buy it the only way you will get it is from a scrap unit.

HR Diemen of Spain makes top quality flybacks,SMPS transformers and test equipment which have ISO9001 & maybe ISO9002 certification, they are now the OEM supplier for Sony who as we all know have poor flybacks, the proof is on their website,CD ROM and paperback catalogs.
They also have free online specs for each of their products including schematics.

They manufacture the world's best flyback transformers:

At the above link you can lookup the winding diagrams and schematics of it as well. Here is an article that I contributed to NESDA:

Did you ask the price of the whole PCB assuming they will sell that. I am sometimes surprised it is a reasonable cost.
