Sony CPD-E540 no start

I have Sony CPD-E540. Does not start.
When power is on, the pulses from the pin 1 of IC610 are present only for half sec.
On Power up DC voltage on pin 10 of IC610 starts from 150V and immediately goes down.
Is it possible that IC610 is bad ?

This is a symptom not the cause.

IC610 is for power factor correction only, and in theory assuming Sony do not check that it is working you could remove this IC and the monitor would still work, as their is a direct connection from the +ve of the bridge rectifier to D613.

Check the 80V rail to see what happens to it, if it goes over 80V say above 90V then the psu is probably not regulating.

If not check HOT Q505 Line output B+ reg Q506, EHT transistor Q902 and EHT B+ reg Q901 and FBT.
