It sounds like the monitor may need to be degaused. Most Monitors (that I've come across) have this built in, and work when you first turn the monitor on (you sometimes hear a loud hum for about 1/2 second). Others are done manually. My monitor has a button in front with a magnet on it. If these don't work, you may need to have the Monitor Degaused with a Degausing Coil.

Unplug it for 10 minutes and It should fix itself.
After it colls down, Power it up and it should clear up.
If it does not clear completely, Repete this until it does.
Should not take more than 3 tries.
Let it stay off longer if needed.
