I have a 21" Dell (sony) P1110, the problem is when powered on, all you get is a blinking green light, you dont hear any clicking or static sounds, just starts blinking green as soon as its turned on.

a blinking green light? The LED sequences I know for the monitor are
Green - Power on
Green/Amber - Standby
Blinking Amber - Failure. There's a few different fail blink sequences for it. if it is blinking amber, count how long the light is on and how long the space is between it coming on again.

I have the exact problem with my p1110. For a couple days it would blink green then come on in a few minutes. Doesn't come on at all anymore, just blinks green.

You might have faulty EPPROM on your processor PCB.
I had similar problem: eprom just was not responding.
I put new chip (preprogrammed, program was copied from good unit) and my problem was solved. Of course i had to re-adjust all settings.
You might have other problems as well.
