DELL E151FPb White screen on power on (BENQ?)

Hi, I have a DELL E151FPb, when powerd up, power light OK, screen turns WHITE, no menu etc, any ideas.
Main pcb has BENQ markings.

check all supplies-the 200v rgb supply -are all present......

its a TFT monitor.

White screen is usually a problem on the panel itself.
