What have you checked apart from the fuse, do you have a meter and if so do you know what to look for. Is the mains filter fully charged. how can you expect help from scratch.

i already check the secondary diodes , B+ FET around the flyback remove the components check using the meter, there is a high resistance value, so i decided to change the said diodes which is also the same model to our computer laboratory but sad to say as i return it.. then power on again same problem no power. i power on up to 1 hr. then check the HOT parts but even a single heat i dont feel..., thanks

Did you check if the mains reservoir capacitor remains charged after you try the thing. If it does, unplug and discharge the capacitor till it is fully empty then look for a couple of resistors coming from the + side and feeding an IC, these are startup resistors and common to be open. DO not test anything without discharging the filter reservoir, if you do you will likely damage the chopper FET. If the capacitor does not hold a charge, the supply is likely to be functional and its the B+ shorting
