LG FB795CE 17" monitor - doesn't work in VGA modes

I have a problem with a LG FB795CE 17" monitor: it doesn't work in VGA modes (640 x 480 and 800 x 600) no more.
It does work on SVGA modes (1024 x 768 up to 1600 x 1200) though.

Simptoms:
1. in VGA modes:
- nothing on the display, all black (sometime ago it displayed a vertical line but not every time)
- high pitched hissing sound from the back.

2. in SVGA modes:
- when it starts from cold the image is like this (the image doesn't fill the entire width):

- it takes about 60 secs to fill the entire width:

Any advice, please?
Thank you.

Hi you need to determin which is missing EHT or line scan.

I would guess from you saying that some times you saw a vertical line that you have line scan missing.

Check C715 47uF 250 by substitution.
