HP-Ergo 1024 when we close any opened window it's display shaking not flickers

I got one HP ERGO 1024 15" monitor it's display shaking when we change from winow to another or close of any opened programme .it is not flickering

This sounds like the FBT internal capacitor has gone low in value.
