A year or so ago i tracked Randall to his server and from memory was in honduras. So the guy has a server relay, You cant prosecute his server as that is only a relay and as Randall pays him he wont divulge his meal ticket. To be quite honest why worry, who cares what Randall says, the guy is a looser trying to sell a second rate site by devious means, he is a joke, you will never catch him, why bother.
