Monitor won't power up, LED turns red.

My Viewsonic 21 inch pro 810 CRT monitor is having an intermittent power up problem. Sometimes just as the monitor is starting to power up the LED will turn red and the monitor won't power up. Usually it will power up successfully after several tries. Once it powers up it works great until it is shut off for a while. If the computer is left on and the monitor goes into power saver mode it will wake up properly. The problem only occurs after a cold start.

most likely caused by a tired electrolytic in a power supply which when warm from ripple current will work enough to start unit.
