The only available in local market for the replacement is 471x2KV or 471x1.5KV
Question:
What is the best replacement value? any suggestions.

neither.
pps432 = 4.3nF
471 = 470pF
you may find the correct type of capacitor at a component supplier that deals with the TV trade.
The capacitir used in this position must be of polypropylene construction specifically designed for scan circuits.
