Dell 18.1 1800fp Logic board problem?

I have a monitor that has a strange issue. The logic board may be going bad, but I'm not quite sure.

When I turn the computer on, it takes a long time for the monitor to turn on, it also has the same effect when I change resolutions. The screen goes black and after a while it will turn back on and work fine until I have to adjust a setting. Also the input buttons won't respond to a single push, I have to hold it down until I see it respond to get anything to work.

I'm guessing that it is the logic board, but I would rather not pay 50 dollars to replace it. I was thinking that maybe it was a bad capacitor on something that works out a clock, since eventually it would work right. I don't have a LCR meter to test the capacitors, and I guess I can use a ohm meter, but I was wondering if anyone might have any idea about an easy way to troubleshoot this or have any Ideas toward a solution for repair. Thanks
