Well in my mind if you build or buy a house in a flood zone and you get flooded whose fault is it? Why should I pay for it? Build a house on a beach that has a history of hurricane disasters and your house is destroyed by a hurricane whose fault is that? Not very smart.
Now natural disasters happen. We can't plan for everything. massive snow falls. Freak tornado's. This we should help out with. But if an area is so bad that private insurance company's won't cover it shouldn't we take the hit 1 time buy the people out and be done with it?
