You are on the right path, Ford made the 1.12 for the FE versions and no FE engines were install in the Comet.
HOWEVER what you have is an early 1964 289 Hi-Po carburetor, these early ones were before the famed K motor and came out on the performance fairlanes and comets in 1963 and 1964. For the comet you could only get two versions.
The very unique thing about these (besides being hard to find, and desirable) is these early ones often have automatic chokes further "disguising" them. (like yours)

The one you have is even further unique since its for a 1964 MANUAL (read 4 speed) transmission comet with the hiperformance 289. So what you have is truly unique and a rare find!!!!!

You owe that kid of yours something for being sharp!!!!!

Now if it has the correct boosters, you are in like flynn!!!
