Carburetors do allow the gasoline to evaporate. I have two cars that set for up to three weeks between starts. One of them I added an electric pump to fill the carbs before starting after sitting for awhile. The other (69 Fairlane Cobra) with only a mechanical fuel pump, I crank it over a few turns before setting the choke to fill the carb then set the choke along with two or three pumps of the gas pedal and it usually fires right up.
You may have another problem but fuel evaporation is a major consideration.
