Ford built 289 engines from last part of 1963 till 1967, when they introduced the 302, the very first 302's were built using 289 blocks, but it wasn;t long that they felt they needed more piston skirt support so they came out with the 302 block that extends the piston walls further down to give skirt.
As far as your engine it would be hard to determine what you have based on the coomon bore of 4.00 for both 289 and 302 and the fact that many 289's were built using the C8 302 block numbers.
The only true way to tell would be looking at the crank and the rods. the 289 would have a 1M part number with a 2.87 stroke and the C3 "long" rods whereas the 302 would have a 2M 3.00 stroke crank and the "short" C8 rods.
The 289 hipo just like the 4100 hipo carb is a completely different animal. But the debatable thing is how much different are the short blocks between a hipo and a regular one.
Heres what I have found in my looking and pulling engines.
The cranks: a hipo crank and the regular crank ARE IDENTICAL except for the hi-po crank has been Brinnell hardmness tested and stamped with a "K" to indicate this on one of the journals. (incidently none ever failed(?) the hardness testing since you never hear about it).
The pistons were a racing style cast piston much heavier than the stock ones, otherwise pretty mundane.
