1.08 secondary vacuum tubes

I have a carburetor # C5ZF E, and it only has one secondary vacuum tube pointing down the primary venturi side. The top of the carb does not have a hot idle compensator valve and the other carburetor that I have has two tubes and the compensator valve. Could it be that the top came off a carburetor that was not a 1.08. I have looked in the 1966 Mustang shop manual and the diagrams show two. Will the carburetor function the way it is or should I swap the tops. The other carburetor # C5ZF C. Lee, I have not taken apart the 3rd carburetor to check the booster as of yet.
