Is it normal for gaskets to be oversized? see pic

I have a 4100 carb and I purchased some Fel-pro 60059 gaskets for it. But the bore holes in the gasket are much larger than the bore holes in the carb. Is this normal or do I need to make custom gaskets for it to fit right? Thank-you for any help.
