Too much fuel pressure?

Been having flooding, gas squirting out problems with my 4100, mostly since putting in an Airtex fuel pump (looks like a Carter). At 500 rpm in 20 sec I get too much volume, 27oz vs 16 called for by the shop manual.

But the pressure on a gauge is 5.5 psi, which I think is within spec, which on a 352 is 4-6 lbs static. However, I heard on pretty good authority the running pressure should be 3.5. What is the correct running pressure and volume for this carburetor?
