And 1 1/2 usually has not probelm starting the car, my old mentor always did 2 turns and he never had a problem either, the car just started and roared more.
So I don't think it matters much.
What does matter is where you go from there, you should always be tuning those with both a RPM gauge and a vacuum gauge hooked up. That and your IDLE RPM's. Ideally you want the lowest possible RPM with the most vacuum. Most specs are set up this way so that if you are using the gauges, you will end up with the specified RPM in most cases.
