428/ Autolite 4100 1.08 or 1.12?

I have a 66 Galaxie 7 litre, stock 345HP with what I believe to be the original Autolite 4100 1.08, (tag says C6AF F) Automatic w/air 123K miles. I had heard it mentioned that those carb's were for Ca. smog purposes although my car was built in Kentucky if that means anything (maybe built for Ca.??).
I plan in the not to distant future to do an engine rebuild mild mod with mild cam and maybe different intake.
Would I be better off with the 1.12??
The car is in the shop right now for a running too rich problem (lot's of carbon) and I think the tech is getting ready to rebuild it.

Could be lots of reasons for that exact carburetor on your car.
First I will start out saying your car numbers apear on the surface to be correct, you do indeed have a galaxie "california emission" carb that would be correct for a 66 galaxie with the 428"
I would check the vin number and the id plate, quite possible you indeed have an original california car. Also possible that at some point someone, installed this carb and might have replaced a 1.12 (I doubt it) Mor than likely it came installed from the factory with this carb since in 66 ford was trying to use up and many non-california cars got them as well.
ANd of course installing a 1.12 would be better since these CALEMISSION carbs really are the worse of the 4100's carbs and you are experiencing one of the biggest complaints the loading up and not flowing correctly. These carbs were notorious for this.

If I were to look for a carb for this particular car, and in the interest of keeping it as close to what the factory might have put on it in 66, and keeping it looking original and correct etc., what #'s would I want to look for and/or what car might I look for it to come from? I would want to stay with a full size car right?

I understand the first 4 digits, decade/year/body/and f for ford engineering. But beyond those #'s, what might I want to look for in #'s?

Did Ford install a 1.12 on a full size car in 66 other than on a police int.? I also thought I had read that Ford only put 1.08's on these 7 Litre Galaxies in '66. Any truth in that?

Ford built and installed many 1966 galaxie with 1.12 carburetors. Many of those (well not many) were 428's.
Look for any 1966 galaxie with a FE engine will get you there. but the exact numbers you probably want to look for are:
C6AF-L 352 66 galaxie auto trans
C6AF-AF 428 66 galaxie manual
C6AF-J 428 66 galaxie manual
C6AF-K 428 66 galaxie auto
C6AF-AG 428 66 galaxie auto

The 352 carb is probably going to be the easiest and cheapest to find but also of course any of the C5AF (65 carbs) will work for your application as well and would be considered number correct since ford used these on early 66's as well.
