4100 float setting

I have the CT 191 AND THE SETTING FOR A 1966 MUSTANG IS 17/32 PRIMARY AND 17/32 SECONDARY. Is this measurement from the top of the casting to the end of the float.

Float measurements....

Ideal way is to turn the carb upside down, use the natural gravity to make the float drop, and place the float tool even on the base with the measurement part 1/2 inch in from the end of the float.
Takes about 4 hands but you never ruin a vitron needle valve that way.
