Has anybody got a link to the obscure video to this song that was shown on Whistle Test in early '85?

Yeah? It's on the Bowie At The Beeb official release. It's also on the boots from the Roseland Ballroom for 16th June and 19th June 2000.

There's a video on the BoB's Eggs VCD. I haven't watched it in years (though, funnily enough I was thinking of digging it out at the weekend). I'm not sure if that's the thing you describe (which sounds like a typical OGWT pre-MTV effort). I'll check tonight.
I dug out BoB's Eggs and the This Is Not America clip is all scenes from the The Falcon and The Snowman movie which it was the theme tune for.
Doesn't mean that the OGWT didn't do their own (they did it all the time in the 70s), but BoB's Eggs also includes Under Pressure which is various bits of movie/newsreel footage, including old silent movie stuff, so maybe that's what you're thinking of?
I'm aware of the UP video. The Whistle Test TINA one showed a similar
video, but they used tiny clips from older silent films - one
of them looked like 'Siegfried' or 'The Golem' era. People in canoes
in caverns was an image which stuck in my mind.
Maybe it was a home-made OGWT one then. They possibly didn't want to play the official video as it's just an extended advert for the movie and advertising on the BBC is a no-no (particulary back then).
