UNITED NATIONS (AP) In his first appearance at the world body, Libyan leader Moammar Gadhafi chastised the United Nations on Wednesday for failing to intervene or prevent some 65 wars around the world since the world body was founded in 1945.
Gadhafi called for a change in the Security Council abolishing the veto power of the five permanent members or expanding the body with additional member states to make it more representative.
"It should not be called the Security Council; it should be called the terror council," he said.
His speech followed President Obama's first General Assembly speech, but a recess of 15 minutes was called by the Libyan president of the General Assembly so diplomats could take new seats.
The U.S. Mission was represented by two low- to mid-ranking diplomats. U.S. Secretary of State Hillary Rodham Clinton and U.S. Ambassador Susan Rice departed before Gadhafi ascended the podium.
After waiting for the room to settled, Gadhafi rose and swept his robe over him and strode to the stage, using the handrail on his way up. He wore a shiny black pin in the shape of Africa pinned over his heart on his brown and tan Bedouin robes.
Gadhafi laid the yellow folder in front of him and opened some of the handwritten pages as he received scattered applause.
The chamber was half-empty as Gadhafi gave his first speech and held a copy of the U.N. Charter in his hands, each with a large, shiny ring. For a moment, it seemed he lost his place in his speech while he sorted through the pages of his yellow folder.
He appeared to be speaking without a text, looking at a set of notes before him on handwritten pages. He was not reading from the TelePrompTer.
Gadhafi welcomed Obama as the leader of the host nation for U.N. Headquarters, and hailed Obama's maiden U.N. General Assembly speech.
He railed against the "inequality" of U.N. member states, quoting from a copy of the U.N. Charter that calls for equality of nations, and then noting that five nations hold veto power on the Security Council and can block actions contrary to their interests: the United States, Russia, China, Britain and France.
Speaking rapid-fire Arabic, Gadhafi said the use of military power was contrary to the spirit of the U.N., unless such actions are sanctioned by the United Nations.
Since the world body was founded in 1945, Gadhafi said it had failed to prevent or intervene in dozens of wars around the world.
"But 65 aggressive wars took place without any collective action by the United Nations to prevent them," Gadhafi said.
Gadhafi was dressed in flowing brown robe, and a black beret that he patted at times. As he listened to speeches before he took the stage, aides huddled around him; he kept his glasses, a red handkerchief and a rumpled yellow folder in front of him on the desk.
There was a commotion in the room as Obama appeared. Gadhafi lightly applauded with others then listened raptly with the earpiece held to his left ear.
Gadhafi, introduced as the "king of kings" by his countryman and assembly president Ali Treki, remained in his seat long after the introduction.

Gaddafi is an African Hero who could not be killed (bless his u.s. assassinated daughter!)
He supports African union and is BOUND to get bad press because he speaks of things that in general are counter to the interests of the new imperialists.... there is a lot of ambivalence to people like Chavez, and others....... He's a survivor and I like 'em....

I wonder if that includes Gadhafi's own wars,
Gadhafi's 1977 war against Egypt.

Since Gadhafi's rise to power, Libya has chronically employed terrorism and revolutionary groups as primary instruments for fulfilling its international ambitions. The main targets of terrorist activity have been Libyan dissidents living abroad and prominent political figures of moderate Arab and African countries.
Since late 1980, Gadhafi has aided the Somali National Salvation Front, an insurgent group operating out of Ethiopia. He has kindled unrest in North Africa in the case of Algeria by providing money and a base to dissidents, such as former president Ahmed Ben Bella, and in Tunisia by recruiting dissidents from the large numbers of Tunisian workers in Libya to conduct raids and sabotage.
Gadhafi's plots were uncovered against President Habre of Chad in 1984 and President Mobutu Sese Seko of Zaïre in 1985. Earlier, there was evidence that Libyan agents had targeted Arab moderates, including Presidents Anwar Sadat and Husni Mubarak of Egypt, Jaafar al Numayri of Sudan, Habib Bourguiba of Tunisia, King Hussein of Jordan, and King Hassan II of Morocco.
Libya has contributed to Niger's fears by its annexation of a strip of territory on Niger's northern border and its backing of a coup attempt against the president of Niger in 1976. Relations with other African countries--including Senegal, Gambia, Togo, Burkina Faso, and Zaire--have been embittered by Qadhafi's plotting and support for radical dissidents.
Beginning in the 1980s, Gadhafi extended his activities into Latin America and Asia. Arms and money allegedly have been made available to insurgents in Guatemala and El Salvador, as well as to the M-19 terrorist group in Colombia. In South Asia, Libya has been involved with opponents of the Pakistani and Bangladeshi governments and in Southeast Asia has provided help to Muslim minorities, notably the Moro separatists on Mindanao in the Philippines.
Not to mention the hundreds of civilians blown out of the sky by Gadhafi sponsored aircraft hijackings ... French airline - UTA Flight 772, Lockerbie Bombing - Pan Am Flight 103, Pan Am Flight 73 etc.

I am STUNNED that the UN would let a Known terrorist such as Gadaffi make a speech on some fabricated right to be heard. Since when are such "leaders" allowed to speak at the United Nations? If they are - then the United Nations is or has become and impotent voice.
This man is and always has been an egomanical extremeist - not for anything good, but for his own self aggrandising power trip.
I am devestated that such a persona as his is permitted as to speak at the UN.
