Time is irrelevent at this point. If he was still taking new work then complaining the day after a deadline was missed might get you something because he would have a reason to make you happy. Now that he isn't taking new work there aren't any future customers to scare off so complaining won't get you a positive result. It might get a negative one, but not a positive one.
